I watched his speech. At no point did he even suggest entering the Capitol. He suggested to march and protest OUTSIDE. Not his fault Capitol Police opened the doors or fences.

The only legislative purpose for this "process" would be to pass a Bill of Attainder against a private citizen, which power is not granted to Congress, in fact, it is forbidden.

Article I, section 9: "No Bill of Attainder or ex post facto Law shall be passed."
