Even the Ukrainians are saying that the purpose of the strikes appears to be shutting down the electricity, interfering with trains, and targeting government buildings where the terrorist operations against Russia are originating from.

It's unfortunate if some civilians are killed in these operations, but that doesn't mean they are targeting civilians.
