I think he has it assbackwards.
The legislative branch needs to change the laws, the FDA needs to change the classification (marijuana is currently a Schedule I controlled substance, federally illegal to possess or use), before he starts issuing blank pardons for people who violated federal laws his handlers don’t agree with.
I’m pretty sure the swearing in oath that the politicians take when assuming office, doesn’t include an “opt-out” provision for the laws they don’t agree with. Personally, I’m not a fan of legalizing any drugs, but I am a fan of the Constitution and the Constitutional processes.
