They can seize your money for alleging you committed fraud. That's what happened to me.
I received funds into my PayPal account from the Small Business Administration. Because the funds were unusual, PayPal contacted me to find out if it was legit. I told them, yes, it was, that it was a loan for disaster relief. That's all it took. "The Small Business Administration does not provide loans for disaster relief", read the email. Fifteen minutes later, my funds are gone and the account closed.
An hour later, my congressman assigned me an aide who got the local head of the SBA involved and everything was straightened out. The end.
All because a non-American at Paypal decided I had committed fraud. No proof, just a simple decision.
