Printing guns is not a “scam” - he simply followed the rules of the program.

The real scam is government using tax $$$ to purchase handguns and claiming that this will reduce crime and gun violence

Printing all those had to be slow.
But it does expose just how stupid the “Buy Back” scams are.
Most of the guns turned in are from the elderly and almost any real gun in decent condition is actually worth a lot more than $200.00
So the state is PO’ed that they are not getting to rip-off the elderly and skim the most valuable guns for profit.
I know a lot of guys who collect truly junk guns all year waiting for the next one of these events.

They call it a “scam” but there was nothing dishonest about it. He gave them what they wanted and they gave him what he wanted. Sounds like a straight up transaction to me.
Of course they are utter fools. The cat is out of the bag as far as 3D printing of guns. You are never going to be able to stop the 3D printing of guns. Efforts to constrain/reduce supply were always doomed to failure and were always a fool’s errand.

Gun buybacks have zero impact on reducing the gun crime rate. They are a political tool to provide the optics that urban politicians are doing something about gun crime rates and enhancing their reelection chances. If a gangbanger has 10 guns and he turns in one, he still has nine pieces left on the shelf that can last a lifetime to kill his rival.

Dangerous game to play. Garland will send his FBI and ATF nazi thugs to arrest the guy for gun trafficking even if none of them are functioning. The ATF has no problem rewriting rules to create more criminals.
