Nobody is deliberately playing anything. There is no “plan”. What we are seeing is a mess of uncoordinated and usually unthought initiatives coming out of the “bubble” culture of the American elite - which, through its legacy prestige from earlier times, has infected many of their counterparts elsewhere in the world.
Angelo Codevilla described the situation accurately. We are not opposing a cabal, but a subculture. There is no controlling authority. Its closer to a religious movement.

I think the culture bubble is out of WEF that started in 1971 or maybe earlier.

Earth Day came to be in 1970.
Then it was “ACID RAIN GONNA KILL US!!!”
Then we were back to ICE AGE! until Al Gore “OMG, GLOBAL WARMING”
I think The Great Reset, Bring Back Better may have started mannny years ago with the Bilderberg Group. Klaus Schwaab seems to have joined early.
All in all, this has been in the works for a longgggggg time.

There is a plan. First step was to get the American elite to ditch American opposition to Euroweenie style centralism. Once this leads to weakening and over extending the U.S in the inevitable global cop role it is then onto step 2. A United States of Europe, its’ own army, with German dominance. Step 3 is probably attack Israel.
