Did she pass the CA bar exam? If so, perhaps she is better at taking a test on paper than she is speaking from memory. On the other hand, perhaps she only got her law school degree, but never passed the bar exam. Some law schools are using grades from group work these days, making those degrees very suspect.
I assume to practice law in Calif (and she did as SF prosecutor and Cal Atty General) she got a law license somehow.
