voting is a quaint old term seldom being used legally.....better if citizens storm the city council meetings and form neighborhood "watch" groups....but you need real men to do that so there's that.....
there should be an immediate stop and frisk policy and call in the national guard if you must.....MOST of these gunners are underage, mentally ill, drugged addled, or on parole/probation and it is illegal for them to be carrying or possessing guns...
confiscate them....
it'll take time but it will help...
