You can tell when you are being lied to when the headline has vague metaphors rather than statements of fact. The word “turbocharge” means to take the exhaust gas from an internal combustion engine, compress it, and pump it back into the cylinders of the engine. There is nothing about a hurricane which has anything to do with pumping compressed gas into a cylinder. The use of these metaphors means that instead of facts, you are being presented with advertising.
