If the government does that, they can also close gas stations on specific days, designate specific allotments of gasoline for each of us. They can shut off your credit card when they want. They can have the IRS garnish your wages. They can even confiscate your property or empty your bank account.
That we even have to think about any of this is an indication of where the real problem is.
But you can at least buy and cache gasoline and diesel for later use at a time and a place determined by you.
In fact, you could place “escape caches” of fuel to, say, escape from California.
OTOH, in a “California Standards EV,” they can literally stop you from escaping by disabling your EV remotely.

If you still want to get out, it won’t be in your Tesla. The state will own it after you hitchhike out. Or fly out, if they let you into the airport and let you use your CC.
