It's a profit thing, Rod. The CVS-type places have the inventory taking up cooler space and there is no profit in throwing it away when it expires. The profit comes from sticking it in your arm and charging the government for the stick.
Unless, of course, CVS can charge the government for storing and disposal. That would be consistent with a government contractor cost-plus agreement......
