I used to agree with you that flooding the system was the answer. It is my belief now that AI, used in many federal systems, can flag if you are doing it to flood the system or not and determine your “threat profile” almost instantly. Were you aware that the post office has a system that scans every piece of mail(allegedly just the exterior) you get and keeps an image of it?
