I remember our high school gym teacher telling us guys we had to go to the local post office and sign up for the draft lottery. About 3 or 4 of us went down together and signed up.
During Vietnam, once one had a lottery number, one would have a sense of how soon they would be called up. They would have time to arrange their affairs and say goodby to family. They would have time to appeal as Consciencious Objectors or prove some form of medical disability.
These Russians are being told the same day of the announced mobilization that they have 4 hours to pack their bags and report to a recruitment or military controlled location. Some are being dragged away from their place of work. No wonder they are furious and acting out with anger or booze.
