Xcel is a Minneapolis- based monopoly ... Xcel is guaranteed a profit on every dollar spent building new facilities. This is a tremendous incentive for Xcel..

15 years ago Xcel said spending $190 million by ratepayers to upgrade existing power plants was in the ratepayers best interest to keep the units running through 2035.. now wants to close them.

Regulated public utilities DO NOT have “guaranteed” rates of return. They are granted “allowable rates of return” and need to manage the business earn that return.

It is a widespread and erroneous perception that they have guaranteed rates of return.

What people don’t understand is gas (generally, of late) comes from freshly drilled wells. As wells mature (again, generally speaking, and I’m talking about active drilling areas like the Permian), the oil/gas cut changes, and the oil becomes more dominant.

There is zero public money for drilling and zero bank lending from big banks for drilling, due to ESG and Biden pressure.

So wells are getting older and gas becoming more scarce quicker than oil.

But thank you all for the money. I’m enjoying my royalty checks. Nothing like a complete idiot like Carter or Biden to make oilmen some money.

Not mine. I have my utility bill on a same fixed amount merely adjusted annually - in my case in June. At the end of each annual period, my actual usage is weighed against what was estimated I would use (which set the fixed billing amount) and then I either owe for a deficit or I get a credit. I most often get a credit. The main thing is there are no billing suprises to due winter cold or summer heat.

My most recent gas bill was $17.34.

I bought electric generators and charge them up with my
solar cells.

Then I use them to power most things in my home. Two of
the things I used them for, is to heat foot, to make coffee.

I also found a work-around on showers.

I use about 1.25 gallons of water to shower. That savings
of water, I trade off with my landlord to pull steaming
water from the sink right next to the water heater in the
laundry room.

With the purchase of two new generators, I plan on taking
my refrigerator off the grid. That will cut my electric
bill to nearly zero.

I do this, because I have no long term faith in government
to supply reliable energy at a reasoned price long term.

I need to work on water collection, so that they can’t
game me with that either.

During the 2017 legislative session, Xcel.. failed in the Colorado state Senate.. because it made zero economic sense to force Coloradans to pay to shut down our most affordable and dependable - paid for - power plants that run 24/7, in favor of unreliable wind turbines and solar panels that increase electricity costs while decreasing dependability.

After the session, Xcel changed its tune.. by going to then governor Hickenlooper and the Public Utilities Commission for something it could not get passed through the Legislature... Xcel does an end run on the legislature — with an assist from Colorado’s PUC. Kickbacks to .. ?.

The Europeans are paying HUGE amounts for LNG due to their boycott off Russian fuel, so supplying Europe is now our priority, not supplying the US.

What are renewable portfolio standards?
Renewable portfolio standards (RPS), also referred to as renewable electricity standards (RES), are policies designed to increase the use of renewable energy sources for electricity generation. These policies require or encourage electricity suppliers to provide their customers with a stated minimum share of electricity from eligible renewable resources. Although national RPS or other clean energy policies have been proposed, no federal RPS or similar policy is currently in place. However, most states have enacted their own RPS programs.

How have RPS programs been implemented?
State RPS programs vary widely in terms of program structure, enforcement mechanisms, size, and application. No two state programs are exactly the same. Some states focus the RPS requirements on large investor-owned utilities, while others apply the standards to all utilities operating in the state.

A wide range of policies fall under the RPS umbrella. In general, RPS set a minimum requirement for the share of electricity supply that comes from designated renewable energy resources by a certain date or year. Generally, these resources include wind, solar, geothermal, biomass, and some types of hydroelectricity, but they may also include other resources such as landfill gas, municipal solid waste, and ocean energy. Some programs also give credits for various types of renewable space heating and water heating, fuel cells, energy efficiency measures, and advanced fossil-fueled technologies.

In addition to renewable energy standards, some states have clean energy targets or goals. These states have defined terms such as carbon-free, carbon-neutral, or clean energy in different ways. For example, some states may allow technologies such as nuclear energy, or natural gas with carbon capture and storage, to count toward clean energy policy targets. Other states have left implementation to regulatory processes and do not yet have formal guidelines on what qualifies to meet the targets.

As of September 2020, 38 states and the District of Columbia had established an RPS or renewable goal, and in 12 of those states (and the District of Colombia), the requirement is for 100% clean electricity by 2050 or earlier. Details on state RPS programs are available in the Database of State Incentives for Renewables & Efficiency® (DSIRE).
