“Irma drained Tampa and Boca Ciega bays pretty much. We were fortunate.”
How does this work? Draining the Bays means less chance for flooding on land along the coast? How does one know if dealing with a hurricane that drains the Bay and one that doesn’t? Is there anyway to know this before the hurricane is upon you? Or is it all just a crap shoot?
