The courts rejected that argument out of hand: "The Times cites no authority that stands for the proposition that the President can inadvertently declassify information and we are aware of none. Because declassification, even by the President, must follow established procedures, that argument fails." N.Y. Times v. CIA, 965 F.3d 109, 123 (2d Cir. 2020).

Nonsense taken out of context from a circuit court ruling.

The president doesn't have to follow any procedure. No subordinate in the executive branch nor Congress has the Constitutional power to limit the president’s authority to classify or declassify by setting procedures. The SCOTUS has already ruled on this.

The people saying there’s a (informal) process, say this is it:

The President will consult with All Departments and agencies that have an interest in the Document. Those Departments and agencies then provide their assessments as to why the Document should stay classified for National Security reasons.

If there is a dispute among the agencies, they debate, but the President ultimately provides the decision on declassification.

Joe Biden walked around the WH among the Press with Classified Documents. He left a meeting with Benjamin Netanyahu and the President on Iran and Syria and he carried around the Classified Documents, violating the same exact law he accuses Trump of violating. Does anyone believe Obama, in minutes, consulted with 17 agencies, the State Dept and they did National Security assessments before Joe took it to lunch with people holding their cell phones?

Joe Biden routinely violated the Espionage Act.
