Going downhill recharges the battery.

True that. But the recharge going downhill isn't as much as the power loss getting up the hill to begin with. For example, if I'm in a hilly area with lots of ups and downs, I often turn off my regen and coast like I would in an ICE car, letting the downhill terrain increase my speed instead of increase my battery power, so that I have to consume less power getting up the next hill thanks to forward momentum.

Of course, EV owners rarely leave the house with nothing but a fully charged battery anyway. Unless, of course, they live in 3rd world power conditions like in Commiefornia.

Yes it does but it’s a net loss. Going uphill magnifies the battery weight loss too.
