I am not disputing what you say, but consider this, the way we are proceeding, the Democrats are basically doing that now.
Elections laws are changed by fiat, not the State Legislatures that are spelled out in the Constitution.
The Administrative State makes up its own rules outside of the legislature which have the effect of laws.

Excellent points ... though it requires a belief that a true "opposition party" exists in today's America -- an effective opposition party. I don't see that at all ... and until I do, I don't want to see our Constitution tinkered with by today's "brilliant minds". Cheers!
