NATO didn’t attack Russia, never have, not even when the USSR collapsed, not even as Russia keeps invading others.
Libya was involved in aiding Palestinian terrorists in hijacking and blowing up Israeli and American planes, aiding in carrying out ground terrorist attacks throughout the Middle East and possibly in America proper and attacking Israel in the various wars from 1967 onward.
Libyan agents reportedly tried to kidnap or kill defectors and political opponents in the U.S. in the 1970s. Possibly backseaters in attacks on US embassies in Africa too.
Other possible secondary logistical support for terrorist groups at sites in Libya. Might have included the Baader-Meinhoff Group too.
