That’s a hell of a lot of territory to cover. 196,000, and 246,000 if constabulary forces are included. For the invasion, Russia also had the forces of the DPR and LPR, as well as Chechens and the Wagner Group. Thus, those forces must be added to the total of the 180,000 Russian troops involved in the invasion.
So, Russia’s invasion force was roughly equal to the entirety of the Ukrainian military.
A basic rule-of-thumb is that an invading force should be 3x the size of the defending force. Thus, Russia should have started its invasion with a combined minimum of 500,000 troops.
