If that’s the one I’m thinking of, it used to be a section of I-170, before it was decommissioned and re-signed as US 40. I-170 would have been a spur going from an also-non-existent section of I-70 into downtown.
I think that’s it. I read about it in a book about how the interstate system was built. Later the cop told me about it.
