Who hired the FIB agents?

Were they hired to be in the image of the hiring brass?

Who sets up the evaluation and reward system for the FIB “grunts”?

What does anyone on the outside expect?

I think it’s because he wants their views in 2024. But I don’t know; it’s just a guess.
