He was very slow and methodical in his investigation of Clinton. Yet every day, Clinton's lawyers would call a press conference and say how Starr was breaking the law and it was a political witch hunt, and Starr would do NOTHING to counteract it.
As an independent counsel Starr’s job was to be methodical and not take the bait. It was NOT his job to punch back.
