And I believe also out of respect for the special relationship we have with the UK. As I recall shortly after 9/11 the Queen ordered her band to play The Star Spangled Banner during the changing of the guard to honor those who had died, which was unprecedented — broke a 600 year tradition.
So I feel that while definitely outside established norms, it is a great gesture of goodwill between our countries.
