This means Russia no longer is confining themselves to a, "special operation."
The message, to the Ukes and the West, is that all of Ukraine could be without water and power within hours if Russia chooses to make it happen.
What a mess. A humanitarian crisis with massive immigration, and at the same time the Russians could entirely cut off the natural gas.
I guess Brussels has thought of that already and has a plan.
Other than moving troops into Ukraine, I don't know what it would be, though.

Russia is fighting a limited war
It’s costly
The total war concept is possibly a risk they can’t take
Reducing Kiev like we did Baghdad is I think politically infeasible
