43 Empty Folders with ‘CLASSIFIED’ Banners

Don’t these people understand security? Classified documents are put into folders with no identification on them other then the classified stamp.
The folders are only to keep prying eyes from seeing the content and serve no other purpose. I imagine they are also re usuable so it is reasonable that there would be empty folders.
old file folders are great for painting base boards
I reuse folders until they are completly worn all the time at work. My supervisor will have a fit of I only used them once.
