I have been convinced of that as well. Going back to the Trump leaks it has seemed that the dems have established a more sophisticated monitoring operation in place than just moles here and there. I wonder if such a system was put in place at the end of the Obama admin.

Well, I'm afraid your "spidey sense" is way off. The draft that was leaked to Politico was itself a scan of a physical (i.e., paper) copy. One can even see a mark on the upper left corner where the staple had originally been placed (and subsequently removed). The graphical quality of the draft has already been rather carefully evaluated by those who know what to look for.
In fact, those who undertook this evaluation opine that the copy that was leaked to Politico was scanned, page by page, on a home scanner. The scanning job was of insufficient quality to suggest it was done on the sort of large, expensive copier/scanner that one would typically find in an office setting.
This being the case, I'm afraid your theory doesn't hold water.
