You can treat rust and replace steel. These cities are never coming back. They need to bury time capsules every decade or so with updates so that future historians don't have to speculate on how it use to be.
It's odd to see someone on television go through the house they used to live that was abandoned decades ago or walk through a school they attended that's now empty and not replaced. Many of those buildings didn't make it 50 years before the neighborhood was abandoned.
If it wasn't so costly, the houses would be dismantled and the land returned to nature.
