So I can’t figger out how it is that NYS has any jurisdiction over something happening on the southern border? Are they claiming Bannon spent wall money on hisself? The main guy bought his wife a boat but what did Bannon get?
Some of the people who made donations were from New York, so that is the "scene of the crime." Where the wall is has no bearing; the financials are the gist of it.
He did not get a whole boat, just part of the propulsion system. To wit, a shaft and a screw.

I think NY has jurisdiction because some of those who donated to Build the Wall were New Yorkers. Not sure if they even complained, though. I read that no donors have complained.
