The author states this:

The transformation overhaul will likely be difficult, with CNN thoroughly embedded with their own cadre of liberal swamp critters, much the same as Trump faced with the DC swampers.

It's hard to change or extinguish the liberal mindset there, where staffers high level and low will be doing their part to resist and keep CNN ever leftward.
