Yep, with no trial, and no Congressional authorization. And it wasn’t even an “enemy combatant” in the traditional sense, it was a scholar who wrote things that interpreted Islam and the Quran in a way sympathetic to Al Qaeda and other Islamic fundamentalists. You couldn’t have gotten a death penalty conviction for that in civilian courts if he had been captured.
