The tweet is wrong. The actual article talks about the "Top Four" cabinet positions: Prime Minister, Foreign Minister, Home Secretary, Chancellor of the Exchequer (Finance Chief).

Two of Johnson's top four were "non-white." Truss is a woman, so the change from Johnson to Truss isn't that great.

There are over twenty positions in the Cabinet. There will be plenty of White men in the rest of the cabinet.
