In a representative republic, government SHOULD fear the people. If America were a representative republic, instead of the Constitutional Republic it is, you might have a point.

A distinction without a difference. The keyword is republic. A republic is one in which the government serves at the will of the people. In our case, our constitution is a sort of social contract restraining government. Republic is the most important operative word here.
