It's a translation of the Russian Ministry of Defense statement. So, yeah "Russian Propaganda" by definition, just like everything that comes out of an American government agency is "American Propaganda".

The Saker publishes a lot of stuff, including some well known South American journalists, and some pretty well known financial reporters. None of them are Russian, or Russian descended. Maybe the Kremlin is secretly paying Gonzolo Lira and others to write what they do, but I doubt it.
