Actually it does. The first iteration using only triangulation was too inaccurate to be marketable, so the handset makers went looking for chip sets using data fusion to combine GPS and 6dof inertial sensor packages (like the one my employer made) to greatly improve the accuracy. But the reason never was so you could find places on a map - that was just a nice by-product. The real treason was so they could monetize your location and sell LBS.
