Every now and then I check my phone permissions, sometimes I find that Google has location data AGAIN. I turn it off and it reappears eventually.
IIRC every time I get a forced update on my phone all the apps get location data again by default.

Normally 0 apps get my location data.

But, of course, the cell towers get my location continuously.

The only location data cell towers get is which tower you're connected to. GPS data is entirely separate and doesn't have much/any use for cell tower connection.
