Although it probably has too many, we don’t really know how many nukes Russia has anymore. They may have dismantled a bunch because of the costs of maintaining them.
Trump would throw it right back at Russia, he made that clear when Putin invaded Ukraine and kept threatening the world and us with a nuke attack.

At one point in the Cold War someone pointed out that neither NATO nor the USSR needed more nukes because either side could unilaterally wipe out the planet. More nukes would just make the rubble bounce.

I would think that we can far better assign certain nukes to certain targets and fire with the confidence of what we are accomplishing with each hit.
Russia? Who knows how haphazard their successes and failures in launches, and hits, and in whether the hits delivered the specs that were expected.

Yes, Ukrainians have such fond memories of Chernobyl that they are trying to repeat the experience. Makes perfect sense, totally rational.
