I worked in HVAC for 40 years. Even today, a FAU/AC system can be activated with a simple jumper wire if you know how.

Yup. And when you jumper, the smart stat likely will not even know it. So your big bro utility ‘thinks’ you are in complience.

Yep.

Thermostats output signal are simply heat/cool, on/off.

For most systems, it would be ridiculously easy to install a small on/off switch that would bypass the thermostat.
