Agree, but Gorbachev opened a window that Regan looked into. There is no doubt that Reagan’s pressure moved it along. Earlier Soviet leaders would have dug their heels in and wouldn’t have budged, no matter how their people (and eastern Europe’s people) were hurt in the process.
