Yes, but they may assist Czech nationals with lost passports, IDs, etc. and other minor issues. We have friends who are foreign nationals (not Czechs) who have used them for such purposes when traveling in the U.S. The presence of an (honorary) consular in New Orleans does lend some credence to the anecdote posted earlier in the thread.
