Our source in the OP said that MI6 passed on intelligence to the Office of the President that the FSB has all the facts indicating the involvement of Vovk/Shaban in the terrorist act. I saw “two weeks” in another article that I can’t locate at the moment.

I recall that when Boris Nemtsov was murdered just outside the Kremlin the security cameras were also turned off. It may be standard FSB technique that they teach in their school for assassins.

Unfortunately I think the Russian NRA is an imaginary organization. The Dugin car bombing looks like the work of the FSB to me. The question I’m not sure of is whether Putin ordered it, or the FSB is now marching to their own drummer.
