From the excerpt, his phone backed up his images to “the cloud,” which I assumed was “secure storage,” different from being posted to the Internet.

It’s not - anything that goes to the cloud, even with a secure backup becomes “non-private” by definition.

All the cloud services (google, apple and Microsoft) scan photos on uploads to their services specifically to look for child porn.

That’s what they publicly say they’re scanning for... the question is, what other data are they scanning/collecting for?
