Before the war, this type of ‘pole’ being fully placed upright again...would have taken a couple of days to plan and execute. In the current situation...you’d have to find some Russian electricians who don’t mind working in a work-zone. This might take a while.
An Army should have its own utilities and construction soldiers, and entire units to get cities back into operation.
