I recently read a report that Russia is digging outside the facility to transfer connections so they can disconnect the power plant from Ukraine distribution to Russia’s distribution infrastructure. Thus it is entirely possible that Ukraine has been targeting this outside work, rather than bombing the power plant itself. This would certainly motivate Russia to try to pin something on Ukraine, so they can steal the power without interference.

So it appears the report I read earlier was correct and Russia plans to steal all the energy from that nuclear plant.
