From the video I saw, the Bicyclist sped through the stop sign, and I wouldn't fault the driver for hitting him.
I fault the driver, though, for the hit and run. She should have stopped and tried to render aid - or at least called the cops and waited for them to show up. Its not like she didn't notice the guy flying over her from window.
