Absolutely not. Under federalism, states have the right to declare an invasion if/when the federal government abdicates it’s responsibilities to protect the border.
When a state declares an invasion, they enjoy enhanced enforcement capabilities.
I feel bad for these people coming to the border. Heck, if I were in their position, i’d likely do the same. This whole disaster lays squarely on those who want the votes and those who want the cheap labor, undercutting American workers.
These people showing up at the border are being exploited by the cartels, politicians and globalist elites.
That said, we cannot afford to take in millions upon millions of the world’s poor. It’s just unsustainable. The leftist and globalist pubs have been using the “11 million” illegals in our country since Ronald Reagan.
Last report, there are 40 million foreign born individuals in America as of 2021 I believe it was. This is NOT counting illegals. There are estimated 30 million illegal aliens living in this country under the radar.

Abbot can't just "declare an invasion!" He needs to have backing of Texas legislature. Not exactly a walk in the park. And he'd have to name, specifically his proposed "enforcement capabilities." He already is building more wall - and the Feds opened up the gates(!) with impunity. All while the reining horse patrolmen are working at the unemployment office.
