The difference is:
The police are mostly going after actual criminals, but occasionally doing something wrong.
The FBI is mostly going after political opponents of the Democrat Party, but occasionally doing something right.
The problem is not the organization itself but the leadership. It seems that, at some point along the management ladder, the agent morphs from professional, to brownnoser, to politician. This means a shift from “whatever is right” to “whatever you say is right” to “whatever I say is right.” This is also prevalent in the military and other large organizations.
I used to think Pence was a nice guy, a good example of a Christian in politics. But it turns out he’s just another example of someone who is a problem rather than a solution.
