I was listening to a series of lectures on Victorian England. They used to have public voting and one of their concerns about the secret ballot was that they would become subject to ballot box stuffing like in the US. This was back in the late 1800s when we were being used as a bad example of how to run a secure and honest election. It hasn't changed much since then.

That may be true, but the regime (as Hillary did) has created a lot of potential scapegoats. I don't think it's likely that a DC court would punish Garland (remember Sussman?) but even if he got a fine or probation he could write a book that would sell well in China, and CNN would hire him.
