I 1st realized this when Lois Learner didn't go directly to jail and was allowed to just quietly retire...I'm sure its a written rule somewhere in the "Clubs" bylaws.... /s
It used to be required reading when I went to school... but now it's probably banned or just not available in most schools library's .....
