Tensions between Poland and the European Union's executive arm flared up this week after leaders of the Polish conservative governing party accused Brussels of failing to fulfill its obligations to Warsaw and threatened retaliation.
A European Commission spokesperson responded Tuesday that EU member nation Poland still has not done enough to ensure the democratic principal of judicial independence.
The commission has blocked billions of euros in pandemic recovery funds to Poland, arguing that the country's government is eroding democratic norms. The EU is particularly concerned with the Polish government's reorganization of the national court system and the process for disciplining judges.

Got a lot of this online and cut and pasted. Please make corrections. But basically here is the deal:
Poland’s Law and Justice Party (the conservatives) have tried to “drain the swamp” of ideological holdovers from the county’s years under Soviet rule.
“Leader Jaroslaw Kaczynski has built his political career on the assertion that Poland’s democratic transition after 1989 led to a shadowy postcommunist “system” that controls Polish institutions, serves “postcommunist elites” at the expense of ordinary Poles, and is upheld by the country’s existing legal order”.
They were in power years ago for a short time (kinda like Trumps first term) but were stymied by something called the “Tribunal”. The Tribunal is like that Hawaii judge that rules everything Trump does is illegal. They even stopped an investigation into the bankers. They stopped many of the long needed reforms until the conservatives were out of power.
The latest crises started when the conservatives made a comeback (Like ht elections about to happen and Trumps second term???)
It all started when the liberals tried to jam through five new judges for the Tribunal at the last moment in early October 2015, when opinion polls showed the party was going to lose the October 25 elections. They knew they were going to lose so they tried to appoint a bunch of libs at the last second to 9 year terms!!! Even the liberal commie tribunal itself had to rule 2 of these appointments were total BS.
So the new Trump-like “drain the swamp” president Duda said screw it, i won’t swear in these 5 judges and I will let the newly elected parliament appoint the 5. The EU and libs freaked. After a major back and forth fight the 5 were seated and once the conservatives controlled the tribunal they were now able to go after the rest of the swamp.
They tried to create a lower retirement age to rid the supreme court of aging commies and leftists but the problem is that these slimeballs have already trained the next generation of antifa judges, so the commie anti-freedom mentality never changed. To counter it, by taking over the tribunal, conservative judges can now be responsible for appointing Supreme Court justices and this drove the Euroweenies more insane. No longer would commie justices get to pick fellow commie/lib replacements. No longer would the global homo antifa bunch get to pick their replacements when the old commie dinosaur judges retired.
The end game is “Polexit”, the following of Britain’s lead to leave the EU. They want to control their borders and keep the homo globalists in check.
This is why liberals hate Poland.

You got it exactly right with your online cutting and pasting. There were also lots of dirty tricks by the Kaczynski government right before they lost, and some of them were so dumb that they actually made the last minute appointments of the leftist judges and justices procedurally flawed. PIS (Law & Justice) came in, realized the flaws, and simply followed the law in refusing to seat those judges.
A bunch of unelected unaccountable bureaucrats accusing a sovereign government of eroding democratic norms, and exercising autocratic power to enforce raw extrajudicial punishment. Yeah no wonder EU is doing so well these days.
